AU brief
The pokemon universe Lillie comes from is strongly based on the canon + side games, only shifted to live-action, with the world a vaguely Earth-based one. Analogues can be found, but it's otherwise not a one-to-one place.
Here, the stakes are very real and the protagonists/rivals, while ranging from 13 to 14, are often dragged into events against their will and the general skill level they hold.
Though the ladies are the protagonists, and the focus of the AU, they are by no means single-handedly taking down what amounts to yakuza/mafia and or terrorist groups. They are present, and may help, in many events, though said events may be taken care of by the authorities.
Pokemon do not evolve as show in the games; rather they grow as in real life, though there are quirks of nature that enable a young teenager to have, at best, a juvenile 'final starter evolution' after only six or so months of intense completive training, though sometimes they may end up with adult pokemon, simply through luck. To own a 'mega' takes, even with the quirks of completive training, at least a year and a half. This is because 'megas' are the true adults of select species.
That said, research into 'mega stones' is very much in its infancy, and the idea is seen as a transference of will/energy that somehow enable a pokemon to rapidly grow into adulthood within a year. The cost of this is yet unknown, though there have been reports of the pokemon dying incredibly young - and riddled with tumours.
Z-power is a pure transference of will/energy from trainer to pokemon, and it seems that all captive pokemon are capable of 'z-moves'- moves of a boosted power. Despite the taxing nature of the moves, the record of 'Z-moves' per battle lies with Acerola and Nanu of Alola; Acerola's record being that of four, all with ghost pokemon, while Nau lags behind at a mere two. It should be noted that this record has not been duplicated by him, and remains in doubt as to how legitimate it is.
Legendaries are not one of a kind, Thes pokemon are very rare species that are either strictly controlled, or seen as just that: legends. Owning one is normally the purview of adults and the subject of many, many laws. Everyone who owns - or even caretakes - a legend are typically strictly vetted by the Pokemon League.
Typically, but there are those who hunt them, and there are those who end up with one or two by accident.
The most legends owned, three, is held by "Anabel", Chief of the International police, and it is on record that she will happily punch anyone who insults 'Kaizen', her raikou.
